Bounty Hunter License
There is no federal bounty hunter license and each state has their own licensing and/or compliance requirements. Many states do not have any requirements at all so you can throw on the badge and call yourself a Bounty Hunter, although I wouldn’t recommend it.
For a state to have bounty hunting you need to have commercial bonding because it is through this process that a person ultimately has the power of arrest. Not all states allow commercial bonding but instead use a public bail system.

States Requiring A Bounty Hunter License
Indiana, Nevada, Mississippi, South Dakota, Connecticut, Arizona, Utah, Iowa, Louisiana, California, and West Virginia. The bounty hunter license requirements vary by state.
State Eliminating Free Lance Bounty Hunters
The following states will allow someone to work as a “runner” and only for one bond agent at a time: Florida, North Carolina, and South Carolina.
States That Outlaw Commercial Bonding –No Bounty Hunting
Wisconsin, Oregon, Illinois, and Kentucky.
States That Have Very Specific Criteria and Must Carefully Be Reviewed
New Hampshire, Georgia, Colorado, Tennessee, Arkansas, Texas, and Oklahoma.
